THE BLACK HOLE
Refers to an organization with multiple RESPORGS which grabs as many 8xx numbers as possible within seconds of their becoming available. We refer to them as THE BLACK HOLE because they suck up everything in the world and nothing ever comes back out. They don’t sell or release numbers to anyone at virtually any price. They have literally millions of the best toll free numbers.

800 Service Management System (SMS/800): The main operations support system used to create and update toll-free (800, 888, 877 and 866) records that are then downloaded to SCPs for processing toll-free service calls. The system is used by Resp Orgs to manage and administer SMS/800 records.
Service Control Point (SCP): The real-time database systems in the Exchange Carrier network that contains routing instructions downloaded by the SMS/800.
Responsible Organization (Resp Org): The entity designated to manage and administer a customer’s SMS/800 records.
Agent: Any authorized representative of a toll-free service end-user subscriber or a toll-free service provider. The agent is the entity that the toll-free service end-user subscriber or the toll-free service provider has authorized to act on its behalf to establish, change or disconnect toll-free service.
Customer: A toll-free service end-user subscriber, a toll-free service provider or an agent of either.
Customer Record: A record in the SMS/800 containing customer specific administrative and call routing data.
Toll-Free Number Portability: The ability for the subscriber to transport its toll-free number from one service provider to another without the need for a number change.
Portability: Toll-free subscribers can change carriers without having to obtain a new toll-free number. Subscribers may also change Responsible Organizations if they choose to do so.

FCC: Federal Communications Commission
Letter of Agency (LOA): A document authorizing a telecommunications provider to act on your behalf. Some vendors may also call this a Letter of Authorization. This is generally required in the United States when switching a telephone service provider while keeping the current telephone number or any other service which requires transfer of information from one provider to another. The regulations governing this are maintained by the FCC. (Wikipedia)
