I’ve taken the title to this post and these points from a post that I liked on called How To Pick A Kickass Domain Name by Lisa Barone. It obviously talks about domain names, but the points and really the whole article relate to equally to toll free numbers so I thought I’d recap the points.

Use Keywords When Possible.
Be Memorable.
Keep It Simple.
Think Long-term.
Consider How It Looks.
Don’t Copy Someone Else.
