The words BOUGHT or PURCHASED can confuse people
When you get a toll free number from us it’s more than just a technicality when we say that you’re not really “Purchasing” the number from us. Using that term when you go to transfer your number to another carrier will often confuse them. Sales representatives wouldn’t use that term when someone activates a toll free number with a major carrier. The word purchase makes people think you bought it from another end user, not a phone company.
So rather than say you just purchased a toll free number, say that you have an 800 number on another carrier that you want to transfer over to them. They will give you the transfer form and it’ll go through much more easily. We aren’t “selling” you toll free numbers any more than GoDaddy is selling domain names. There are certainly several websites/services that sell or rent toll free numbers just like domain name owners/brokers sell domain names. But we’re basically the domain name registrar of the phone number business, charging a small one time “search” fee to register your number for you and giving you the ability to take that number to any phone company you want.
So use the phrase transfer an existing toll free number from another carrier instead of bought or purchased a toll free number which implies payment to an end user/owner. It’s not only more accurate, but will be easier for other people to understand.

I got this from Greg in an email and I’m including it here because it relates to this issue.
“Our carrier, XO Communications, will not accept this number (the attachment said this might happen) and the only way they will activate it, is if THEY own it. They will forward the necessary forms to transfer the number to them, if that is what you want to do. Suggest you contact Bill Quimby and get some advice or guidance from him as to the next step.”

I think there’s just a little confusion over the word OWN. XO doesn’t own numbers and neither does TollFreeNumbers.com. We are both responsible organizations but we are not the end user nor do we have the end user rights.
The representative is mostly right in that the number has to be transferred to their resporg for them to be able to service it. But that doesn’t really make them the owner. It just makes XO the organization responsible for the number or Resporg.
You should fill out the Resporg change form or LOA (letter of Authorization) authorizing XO to take over the number and turn it into XO who will enter it into their system so they know where to send the calls and who to bill and then they will send it to us to release. We release them the same day we get them because that’s an important part of our mission and you’ll be able to use the number for as long as you want directly with XO. If you need to transfer it to another carrier you’ll follow the same process with the next resporg.
